Promising Steps in Transport, e-Governance

Uttar Pradesh is important for the growth and development of India as it accounts for nearly one-sixth of the country’s population. The State has effectively used technology to improve services in the area of transport, health and delivery of several government welfare schemes.

Uttar Pradesh is important for the growth and development of India as it accounts for nearly one-sixth of the country’s population. The State has effectively used technology to improve services in the area of transport, health and delivery of several government welfare schemes.

Uttar Pradesh is a Performer in this year’s SKOCH Governance study. The State won 14 SKOCH Orders-of-Merit and 3 SKOCH Governance Awards—2 Platinum and 1 Gold.

Key Achievements

Uttar Pradesh has introduced online citizen services portal that allows electronic application and monitoring of documents like income certificates, caste certificates, ration cards, birth and death certificates etc. The State allows online filing of commercial tax and has a sound electronic monitoring system for labour. The online portal of Labour Department offers the functionalities like online registration, licensing and renewal under the various Labour Acts.

Transport Department, with a view to reduce public interface and strengthen service level initiatives, has implemented online issuance of Smart Card driving license; online tax collection for other state vehicles as well as domestic commercial vehicle; online fancy Registration number booking; dealer point registration; and, helpline public grievance redressal.

With an objective to create cashless ticket option for passenger convenience, Uttar Pradesh State Road Transport Corporation (UPSRTC) has introduced Smart Card variants. It is also moving towards Common Mobility Card by integrating different systems and other transport operators, railways and metros. The Corporation has introduced a variety of cards to suit different passenger requirements with different benefits and discounts. UPSRTC has also introduced Road Transport IVRS Helpline – Dial 149. It connects passengers to UPSRTC systems for enquiries, suggestions, assistance and grievance redressal. To improve customer service the Corporation has set up water ATM & Parivahan Neer at Bus Stations.

With an objective to reduce greenhouse gas emissions and provide healthy mode of transport, the government has initiated a project for building Cycle track in the State. The project aims to make roads bicycle friendly. Department of IT & Electronics is developing a world class IT infrastructure though PPP mode. The project named ‘HCL IT City’ located in Lucknow is estimated to provide jobs to over 75,000 people. The project is based on “walk to work” model whereby hostel, residential and office facilities would be available within one premises.

King George’s Medical University, Lucknow has introduced Central Patient Management System. The system has been designed as a modular ERP software to manage the entire gamut of activities of an educational medical institution. CDAC, Noida has introduced eGoshwara: Digital Preservation System for Court’s Records. It has also implemented Electronic Project Proposal Management System (e-PPMS) and Generic Medical Equipment Interface. Forest Department has launched UPGoesGreen, a mega plantation drive.
