For a journalist seeking accreditation in Andhra Pradesh, what once relied on paperwork and administrative processes has become a traceable digital journey. The state’s Journalist Accreditation Management System (JAMS) brings the entire accreditation lifecycle onto a single platform: registration, application, document submission, validation, district scrutiny, state approval, card issuance and monitoring.

The significance lies less in putting a form online and more in redesigning the underlying process. JAMS creates a statewide system spanning 28 districts, with centralised records and role-based processing. Applicants submit documents digitally. Officials follow defined workflows with automated validation, dashboards, reporting and audit trails. Every approval, rejection and movement through the system can be recorded and reviewed.

The reform’s scale is evident in the numbers. JAMS has processed 22,000 applications and issued 16,618 accreditation cards, reflecting a 75.5% conversion rate. The department reports a 75% reduction in manual effort, a 90% reduction in paperwork and 99% user satisfaction. Its dashboard provides 100% visibility into tracking, making each application easier to follow through the administrative chain.

Technology also addresses a less visible problem: integrity. Unique identifiers detect duplication. Digital scrutiny supports the verification of credentials and documents. A centralised database provides a single statewide source of records. Role-based access restricts information to authorised users, while audit trails strengthen accountability. Together, these controls reduce duplicate, fraudulent or otherwise ineligible accreditations.

Importantly, the transformation was not treated purely as a software exercise. Officials and users were involved in requirements, workflow design, testing and rollout. Training, online meetings and support accompanied a phased deployment. The aim was to minimise disruption and build ownership. It may ultimately be JAMS’ more important achievement.

Andhra Pradesh has used digitisation not simply to remove paper, but to make a government service visible, accountable and measurable. For journalists, that means a clearer path to accreditation. For administrators, it means a single system through which the entire process can be governed.
