Tripura: A Leap Into The Top Twenty

It is more than a statistical improvement, it signals momentum with impact

For Tripura, 2025 marks a milestone year. In the SKOCH State of Governance Report 2025, the state ranks #18 nationally, a significant improvement from #27 last year and its first-ever entry into the top twenty. Ten well-performing projects from the state were qualified for deeper study.

In a highly competitive national field, a nine-place jump is not incremental progress; it is structural improvement. The movement reflects recovery across core governance sectors, strong first-time performances in new categories and sharper administrative execution. Tripura performed very strongly in seven categories this year.

One of the most notable achievements in 2025 is Tripura’s resurgence in Urban Development, where it ranks 3rd nationally.

Urban systems in smaller states often struggle with scale and resource constraints. Tripura’s rise in this category reflects improved municipal planning, structured monitoring of urban infrastructure projects and strengthened oversight of service delivery. Digitised tracking of urban works, better coordination between departments and systematic supervision of civic services have contributed to this turnaround. Ranking among the top three nationally signals administrative precision in city governance.

Tripura also ranks 5th nationally in General Administration, marking a strong comeback in this foundational category.

Administrative reforms, including streamlined file movement systems, digital grievance redress platforms and improved service timelines has enhanced efficiency.

In one of the most impressive developments of 2025, Tripura entered the Animal Husbandry & Fisheries category for the first time and immediately ranked 2nd nationally.

This strong debut reflects focused development of livestock services, fishery cluster expansion and improved veterinary outreach systems. Structured subsidy tracking and improved market linkage mechanisms have strengthened rural incomes. Entering a category for the first time and securing a top-two position signals reform momentum already underway before formal evaluation.

Tripura also participated for the first time in Police & Safety and ranked 3rd nationally. Technology-enabled monitoring systems, strengthened emergency response mechanisms and improved coordination frameworks have enhanced law enforcement capacity. For a state entering this category for the first time, such a high placement underscores structured administrative attention.

Given the difficulty of reaching remote hills and interior villages quickly, the department adopted a “community-first” model. This strategy acknowledges that the first 15 minutes of any disaster are the most critical, training citizens to act as immediate responders while professional teams are in transit. By empowering local residents, the programme effectively bridges the gap created by Tripura’s dispersed settlements and infrastructural constraints.

The core of the initiative involves a comprehensive training plan targeting high-risk areas through practical demonstrations on LPG safety, electrical hazard prevention and first aid. A vital component of this preparedness is the mobilisation of over 500 volunteers, including Apada Mitra and civil defense groups, who serve as the frontline for evacuation and hazard reporting in remote clusters. Between 2023 and 2024, the department conducted over 400 mock drills, reaching 115,000 beneficiaries and fostering a culture of proactive safety. The impact of the programme is evidenced by a 50% reduction in fire-related incidents across the state.

Tripura recorded recoveries in Power & Energy, Rural Development and e-Governance, reinforcing its upward movement.

Power & Energy reforms include strengthened monitoring of supply systems and improved infrastructure oversight. Rural Development initiatives focus on better tracking of welfare schemes and infrastructure works. e-Governance improvements reflect integrated digital platforms and reduced physical interface points for citizens.

Together, these recoveries indicate that Tripura’s rise is not confined to one or two departments – it reflects cross-sectoral strengthening.
