Assam ranks #18 nationally in the State of Governance Report 2024, marking a decline from #17 in 2023. A more extensive engagement at the district and municipal levels is essential to drive sustained improvements in governance rankings.
A closer look at Assam’s sectoral performance reveals strong advancements in key areas. Rural Development has emerged as a leader, ranking #2, a reflection of the state’s commitment to infrastructure growth, employment generation and rural connectivity. Similarly, Women & Child Development has also secured the #2 rank, attributed to enhanced maternal health programmes, child nutrition initiatives and policies aimed at economic empowerment.
Assam has also witnessed a recovery in Ease-of-Doing Business, Transport and Agriculture, driven by regulatory simplifications, transport modernisation and agricultural support programmes. However, Municipal Governance continues to lag, indicating the need for structural reforms in urban planning, waste management and local administration efficiency.
Fiscal constraints remain a major challenge for Assam’s governance trajectory. The NITI Aayog Fiscal Health Index 2025 identifies low revenue mobilisation, fiscal deficits and debt sustainability concerns as key areas requiring intervention.
Assam has launched several high-impact governance projects that highlight its commitment to economic growth, public welfare and administrative efficiency. The Ease-of-Doing Business (EoDB) initiative has led to faster regulatory approvals, improved business transparency and greater investor confidence.
The POSHAN SHIBIR Project has significantly reduced malnutrition by 63.15%, enhanced maternal health outcomes and empowered women through community-driven nutrition programmes.
The Chief Minister’s Atmanirbhar Asom Abhijan (CMAAA) has generated 78,000 new self-employment strengthening entrepreneurship and financial inclusion.
Infrastructure projects such as the Electric Buses & Allied Infrastructure Project have contributed to urban mobility enhancements and environmental sustainability, while the Social Assistance Programme under NSAP has provided financial security to over 22 lakh vulnerable citizens.
