Maintain #1 spot for the second year in a row

It was the morning of 16th February 2021, when Sameer Kochhar, Chairman, SKOCH Group was received by Chief Minister YS Jagan Mohan Reddy in his office in Vijayawada. The Chief Minister was being conferred the SKOCH Chief Minister of the Year Award based on a year-long assessment of project-level outcomes. While conferring the award Kochhar had said, “The state has taken several revolutionary measures benefiting the citizens to make governance more efficient and transparent.”

He further reminded the Chief Minister, his conversation with YSR Reddy, the then Chief Minister of unified Andhra Pradesh, when he had said that his priorities and focus are the upliftment of rural areas and reducing the hiatus between rural and the urban. Post division, Andhra Pradesh has inherited more rural than urban and how Jagan Mohan Reddy’s, walking in the footsteps of his father, is making a marked difference, added Kochhar.

Schemes like the YSR Rythu Bharosa Kendralu (RBK), YSR Cheyutha, Disha and Abhay have all stood out as interesting model for village-level procurement, economic empowerment of middle-aged women and enhancing women’s safety and security performed at the outcome-based level.

Come 2022, YS Jagan Mohan Reddy has once again emerged as the Chief Minister of the Year for 2021. The state has ranked #1 in the SKOCH State of Governance 2021 report card. It maintains its position in the top spot for a second year in a row.

Andhra Pradesh has consistently performed well and a three-year analysis from 2019 to 2021 establishes the state’s commitment to good governance initiatives.


4 Sectors Improve

#1 in Agriculture

It was unranked in 2019, climbed up to #5 in 2020 with a score of 0.05 and is now #1 with a score of 4.1 for 2021. Important projects include the Rythu Bharosa Kendralu (RBKs) and Farmers Welfare programmes.

#1 in District Governance

Andhra Pradesh has climbed to the #1 spot for District Governance in 2021 with a score of 8.55. The state has turned out several important projects, including work done under the MGNREGS & Integrated Water Management Programme and the YSR Nethanna Nestham scheme. District Vizianagaram has done well in Rice Fortification and in Natural Farming.

#1 in Disaster Management

The state has secured second place in Disaster Management. The Heatwave Prediction and Mitigation project by the Andhra Pradesh State Disaster Management Authority has helped the state improve preparedness and counter the risks posed by global warming.

#4 in Skill Development

The state climbs up from #6 in 2020, which had no rank for the same in 2019. The Upscaling Skill Development Process through e-learning Methods project by the Andhra Pradesh State Skill Development Corporation is helping the state make progress in the sector.

While 6 sectors have been #1, their performance is being rubbed on the other sectors too. The state under the leadership of the Chief Minister is now focusing on Health and Education: opening up of new Medical Colleges; introducing the concept of ‘Family Doctor’ for each family; PPP in super specialty hospitals; converting Aanganwadis into Primary Schools; and, appointment of subject teachers upwards of Grade 3. It is recommended that the state focuses on creating entertainment zones for enhanced tourism and expand sports facilities to encourage sports in the state.


Good Governance

#1 in Police & Safety

Andhra Pradesh climbed from #4 in 2019 to #1 in 2020. The state has maintained the #1 rank in 2021. Projects including the Central Lock-up Monitoring System in Guntur, Operation Samaikhya in Chittoor and 3 NETRA in Tirupati Urban have performed well.

#1 in Rural Development

The state moved from #3 with a score of 0.05 for Rural Development in 2019 to #1 with a score of 4.15 in 2020. The state is #1 in 2021 as well, with a score of 7.2. The YSR Cheyutha, YSR AASARA Government Schemes and Service Delivery at the Doorstep of the Citizens programmes are well performers.

#2 in e-Governance

The state has maintained its position as #2 with a score of 3.1 Noteworthy projects include Apita Academic Resources Center and SPANDANA.


New Sectors

#1 in Animal Husbandry & Fisheries

The state is ranked #1 in Animal Husbandry and Fisheries. Projects include Domestic Marketing, Aqua E-Crop and the most impactful of the lot – the Domestic Fish Marketing initiative.

#3 in Transport

Andhra Pradesh has been ranked #3 for Transport. The Andhra Pradesh State Road Transport Corporation project on Rooftop Solar Plants has helped secure its top in the Top 3.

#4 in Education

The state is ranked #4 in Education for 2021. The Design and Development of Online Teaching and Learning System – A Tool-Kit initiative by the Andhra Pradesh State Council of Higher Education has made a mark.
