Governance is often judged by rankings, but its real measure lies in whether systems tighten, delivery improves, and inclusion deepens. Telangana’s performance in the SKOCH State of Governance Report 2025 reflects exactly that a state is refining its administrative core while sustaining critical social sectors. Sixteen well-performing projects from the state qualified for deeper study this year.
Ranked #12 nationally this year, Telangana may sit just outside the top ten, but the more compelling story lies in its sharp sectoral gains. The most striking shift is in District Governance, where the state improved dramatically from 13th position in 2024 to 7th in 2025. That leap signals that district administrations are operating with greater accountability.
The Engine of Change
District Governance is not a peripheral category, it is the frontline of public administration. It determines how quickly pensions are processed, how efficiently grievances are resolved, how transparently schemes are implemented.
The upward movement to #7 in District Governance is especially telling. It suggests that decentralised administration is gaining strength, supported by digital tools and structured monitoring
Telangana’s rise in this domain reflects stronger monitoring systems and deeper decentralisation. District administrations have increasingly relied on digital dashboards to track scheme implementation, service delivery timelines and fund utilisation. Reporting mechanisms are more structured, performance more measurable.
Sectors with Enhanced Focus – Telangana
The improvement suggests a shift from reactive governance to data-driven oversight. When districts become sharper, the entire governance chain strengthens.
Consistant Approach
While District Governance marks acceleration, Tribal Welfare represents continuity. Telangana continues to top this category nationally, maintaining its leadership in 2025.
This sustained position reflects long-term investment in welfare delivery, educational outreach, and structured beneficiary tracking. Digitised systems ensure transparency in scholarship distribution, livelihood programmes, and community development initiatives. Inclusion here is not episodic; it is embedded. Maintaining leadership in Tribal Welfare year after year signals institutional commitment rather than short-term push.
Everyone in Telangana will have access to free education, healthcare and sustainable livelihoods, ensuring no one is left behind. Governance focuses on balancing economic growth with welfare through progressive policies aimed at reducing inequality, promoting justice and building an inclusive, forward-looking society

Energy infrastructure forms the backbone of economic and social life. In Power & Energy, Telangana ranks 5th nationally, marking a strong recovery. The sector’s improvement reflects strengthened distribution networks, enhanced outage monitoring systems and improved billing transparency. Digital tools allow real-time tracking of supply patterns, enabling faster resolution of disruptions.

Project Officer Integrated Tribal Development Agency Utnoor
It is a focused nutrition and health intervention aimed at combating anemia among tribal adolescent girls studying in Ashram High Schools. Launched in August 2024, the programme addresses a critical public health challenge prevalent in tribal regions, where poor nutrition, limited healthcare access and a lack of awareness adversely affect girls’ health and educational outcomes. The initiative currently covers 15,724 tribal girls across 60 Ashram High Schools in the erstwhile Adilabad district, including Adilabad, Asifabad, Mancherial and Nirmal. Regular blood tests for anemia are conducted directly on school premises using RBSK and JANMAN mobile health vehicles, ensuring early identification and timely intervention. Girls diagnosed with anemia are provided iron and folic acid supplements twice a week, along with Vitamin C tablets to enhance iron absorption.
Reliable power is foundational, it supports households, agriculture and enterprise alike. Telangana’s resurgence in this category underscores focused attention on infrastructure performance. Rural transformation is increasingly about diversification. Telangana ranks 5th nationally in Animal Husbandry & Fisheries, reflecting a comeback in allied agricultural sectors.
Expanded veterinary outreach, digitised livestock health monitoring and fishery cluster development initiatives are strengthening rural incomes. These interventions reduce vulnerability and build resilience beyond traditional cropping systems. The sector’s improvement demonstrates recognition that rural prosperity depends on a broader economic base.

Collector & District Magistrate Nirmal
Launched in December 2024, in Nirmal, Telangana, Amma Rakshitha is a comprehensive maternal health initiative designed to eliminate gaps across the maternal lifecycle. Historically, the district struggled with high anemia rates, delayed risk detection and limited specialist access. The programme’s technical backbone is a colour-coded risk stratification system that prioritises high-risk pregnancies for immediate specialist attention. Clinical services were significantly upgraded to include TIFFA scans, 2D Echo and tele-gynecology, ensuring that even remote areas had access to specialised expertise. This holistic approach addresses both the clinical and behavioural determinants of health. The district achieved 100% institutional deliveries and the Maternal Mortality Rate (MMR) plummeted from 1.5% to a remarkable .6%.
Urban governance also shows signs of recovery. In Municipal Governance, Telangana has regained competitive standing. Digitised property tax systems, structured waste management monitoring and urban service dashboards have strengthened municipal oversight. Urban systems now operate with greater visibility and measurable performance indicators.
Institutional Evolution
Looking at the cumulative trajectory from 2014 to 2025, Telangana’s governance path reflects steady institutional refinement. While overall national ranking places the state at 12th in 2025, sectoral performance reveals upward momentum.
