Although 2025 results place the state towards the lower end of the national table, the broader picture reveals engagement and selective sectoral strength. The state performed very strongly in two categories, e-Governance and District Governance. Five projects from the state qualified as well-performing this year.

One of the defining features of Manipur’s 2025 participation is its first-time entry into the e-Governance category.
Entering a new category marks an administrative shift. E-Governance requires structured digital platforms, measurable service delivery frameworks and transparent reporting systems. Participation in this domain indicates that digital integration is becoming a more visible part of the state’s administrative agenda.
