Highlights -:

  • Odisha scaled to number #1 nationally in the SKOCH State of Governance Report 2023 on the back of enhancing their efforts in sectors like Disaster Management, Education, Infrastructure, Water, Geology & Mining and Minority Affairs. The state rank during 2022 was #5.
  • Uttar Pradesh has substantially improved its ranking to be placed at #2 position from obtaining the #10 position last year due to its optimum level of qualified projects by the state focusing on sectors like Women & Child Development and District Governance.
  • Andhra Pradesh has jumped one rank to secure a place at #3 position, primarily helped by sectors like Rural Development, Housing and Revenue.
  • Upside movement in sectors like Municipal Governance, Tourism & Culture, Forest and Urban Development in Maharashtra are the primary reasons behind improvement in state’s 2022 rank of #7 to #4 in 2023.  
  • Gujarat has secured the #5 position due to less qualified projects, leading to a decline from the top spot last year.
  • Tamil Nadu is placed at the #6 position, suffered a decline from the second-place last year.

  • In SKOCH State of Governance Report 2023, out of total projects qualified for the deeper study, 12.48 per cent found to be highly impactful, 22.31 percent were impactful and the remaining 65.21 percent were well performing projects.

Odisha: Odisha has obtained #1 position SKOCH State of Governance Report 2023 after dropping to #5 in 2022 from #3 spot in 2021. The first place of the state is attributed to 112 orders of merit in 2023, out of which 12 projects were highly impactful & 23 were impactful projects. The state has majorly uplifted its ranks in Municipal Governance, District Governance, E-Governance, Skill Development and Policy & Safety. Education and Geology & Mining are the areas where the state has topped the table. The state has been maintaining its focus in sectors like water and tourism since 2022 whereas the comeback has been made by securing the first position in Disaster Management & Infrastructure this year, replicating its performance from 2021 and secured second place in Social Justice and Security & Women and Child Development. The state participated in sectors like Minority Affairs, Culture, Cooperation & Environment for the first time and secured top 5 spots in each sector in 2023. Women & Child Development and District Governance have gained considerable share this year and are one of the sectors gaining enhanced focus from the state. The state has been maintaining its spot in top 5 for the last three years due to the stable and effective performance. In 2021, Odisha entered the top five club for the first time. The state was ranked #13 in 2018, improved its ranking to the 10th position in 2019

Uttar Pradesh: In 2023, Uttar Pradesh has shown high momentum in governance. It secured #2 position in SKOCH State of Governance 2023, the highest for the state since 2016 and entered the Top-5 club for the first time this year. Out of 33 projects studied, 16 projects did exceptionally well to offer a big jump to the state. Massive improvement is seen in District Governance in which the state has topped this year from the #5 rank in 2022. Sectors like Infrastructure and Urban Development have been experiencing consistent growth since 2022 whereas the state has made a comeback in sectors like Ease-of-Doing Business and Transport from getting no rank in 2022. Even after being a first-time participant in Women and Child Development sector, the state has won the first place and sectors like Labour, Animal Husbandry & Fisheries and Forest, which are in Top-5. District Governance among others have gained the highest share from the state as compared to last year, leading to it becoming one of the sectors with enhanced focus. The state has made crucial gains to enter the Top-5 states due to its promising development in the crucial areas. The state dropped to #10 spot in 2022 and #7 spot in 2021. The state was ranked at #6 spot in 2020 and #11 spot in 2019.

Andhra Pradesh: Andhra Pradesh has jumped to #3 position in SKOCH State of Governance 2023 from #4 spot in 2022, after securing #1 position in SKOCH State of Governance 2021 and 2020. In 2023, the state has contributed immensely with 74 well performing projects out of which 18 projects had the most impact. Sectors like Rural Development, Revenue, Agriculture, Police & Safety and Urban Development have been performing consistently for the last two years whereas the state has topped in Housing after making serious development in the same for the first time. Finance and Women & Child Development secured place in top 5 post state’s first time focus in these sectors. Municipal Governance, Revenue and Rural Development among others have gained significant focus from the state this year. The state was ranked at second position in 2018 but had slipped to the fourth position in 2019

Maharashtra: Maharashtra has climbed to #4 position in SKOCH State of Governance Report 2023 from #7 spot in 2022. The state’s rank improved on the back of 30 well performing projects this year, out of which 16 projects had a significant impact. Sectors like Municipal Governance, Tourism, Urban Development and Forest have seen the most improvement to top the table whereas Power Energy and Police & Safety are in top 10. The state is maintaining their performance in Transport sector whereas Health has made a comeback this year from obtaining no rank last year. Revenue and Ease of doing business have gained the optimum focus from the state for the first time to secure a position in the top 10. Sectors like Municipal Governance, Agriculture and Transport have attained enhanced focus from the state as compared to the last year. The state was ranked at the #5 spot in SKOCH State of Governance Report 2021. In 2020, the state had slipped to the seventh position from the second position achieved in 2019 which was the state’s best performance.

Gujarat: Gujarat has dropped to #5 spot in SKOCH State of Governance Report 2023 after being ranked #1 nationally in 2022. The state’s 30 projects were qualified for SKOCH Orders of Merit in 2023, out of which 16 projects have resulted in the maximum impact. Sectors like Ease-of-Doing Business, Health and Transport have gained the most from the last year to secure a place in top 5 in 2023. Sectors like Environment and Power & Energy have been maintaining their performance since 2022 whereas the state has made a comeback in Tourism by securing #2 rank. The state for the first time has focused well in Animal Husbandry & Fisheries sector to secure the first place this year. Many sectors have received enhanced focus from the state but Ease-of-Doing Business, District Governance, Health and General Administration have got the highest among others. The state’s fall in the ranking is attributed to less-than expected participation in the significant areas. The state has been a STAR performer for the five consecutive year. However, there has been volatility in its rank at the top. The state was #2 in 2020 and slipped further to the fourth position in 2021

Tamil Nadu: Tamil Nadu has dropped to #6 spot in SKOCH State of Governance 2023 after attaining #2 spot in 2022, the best performance of the state so far. Police & Safety, Handlooms & Textiles, Skill Development and Education have received the maximum improvement in their performance this year to secure a place in top 5. Power & Safety have retained their position whereas Sanitation and Ease-of-Doing Business have made a comeback this year. The state climbed 15 spots to acquire the second position nationally in the SKOCH State of Governance 2022. The state was at #17 position nationally in 2018, improved its ranking in 2019 and 2020 with 8th and 4th position respectively. Tamil Nadu slipped again to #17 position in 2021, which has been the state’s worst performance.

West Bengal: West Bengal is ranked at #7 spot in SKOCH State of Governance 2023 after maintaining the #2 position for past two years. For the first time since 2018, the state has lost its place in the Top-5 club. The state has shown the maximum improvement in sectors like General Administration, Power & Energy, District Governance and Police & Safety this year whereas Animal Husbandry & Fisheries and Transport have made a comeback to secure a rank in Top-5. The state has been among the top 3 performers for five consecutive years. West Bengal was #1 state in 2018 nationally and slipped to the #3 in 2019.

Kerala: Kerala has shown improvements. It has jumped to #8 position in SKOCH State of Governance Report 2023 from #16 spot in 2022, showing the state’s focus on the participation and development in key areas. Kerala has topped in the performance of Finance sector in 2023. Municipal Governance managed to retain its spot this year whereas the state has made a comeback in General Administration among others to top in the sector. The state was ranked at #19 in 2021 against the #15 spot in 2020. The state was placed at #13 position in 2019 which further declined in the next two years.

Bihar: Bihar has secured #9 spot in SKOCH State of Governance Report 2023 after notching twelve places. The state was at #23 spot in 2022. Bihar has gained the maximum rank in District Governance sector to secure a Top-10 rank in the sector whereas the state has made a comeback in Agriculture and Rural Development among others to secure the spot in Top-5 in the sectors. This is the first time since 2016 that the state has attained a place in Top-10 states. The State was placed at the #11 position in 2020 and it maintained the status quo in 2021 as well. In 2018, Bihar was placed at the #20 rank. It improved its standing to the #17 position in 2019 and further to the #11 position in 2020.

Madhya Pradesh: Madhya Pradesh is ranked at #10 spot in SKOCH State of Governance Report 2023 after maintaining #8 position nationally in the SKOCH State of Governance Report 2022. Tourism, General Administration, e-Governance and Municipal Governance have obtained the maximum improvement to secure a Top-5 rank in the sectors. Sectors like Cooperation and Horticulture have retained their spots whereas Education and Finance have made a comeback to find a rank in Top-5 this year. The state slipped to the eighth position in 2021 from the fifth position in 2020. The state’s rank improved to the #7 spot in 2019 from being placed at #10 position in 2018.

Karnataka: Karnataka has slipped to #11 position in SKOCH State of Governance Report 2023 after making a significant improvement in its ranking in SKOCH State of Governance Report 2022 as the state jumped seven ranks and reached #9 in 2022 from #16 in 2021. Karnataka has witnessed volatility in its ranking in the last five years. Karnataka was ranked at #11 position in 2018, which improved to #8 position in 2019 and entered the Top-10 for the first time since 2016.

Rajasthan: Rajasthan has slipped to #12 position in SKOCH State of Governance Report 2023 after climbing twelve positions and ranked #3 in SKOCH State of Governance 2022 from the 15th position in 2021. The state was among the top-performing states in 2018 when it was placed at the #4 position. However, in 2019 it slipped to the #12 position which further declined to #18 position in 2020.

Jammu & Kashmir (UT): Jammu & Kashmir is ranked at #13 in SKOCH State of Governance Report 2023 after jumping one-step and ranked #12 in 2022. The state registered massive improvement in its rankings in 2021 by jumping to #13 spot from 25# spot in 2020. The state was ranked at #23 spot in 2019.

Telangana: Telangana has slipped to #14 spot in SKOCH State of Governance Report 2023 after retaining sixth position nationally in 2022 report. This is the state’s worst performance since 2016 as the state had always managed to be a part of Top-10 states except this year. In 2021, Telangana has significantly improved its ranking. It climbed to #6 in 2021 from the rank #9 in 2020. Telangana was at #1 in 2016. It slipped to the second position in 2017 and 2018 respectively which declined to #6 spot in 2019.

Chhattisgarh: Chhattisgarh is ranked at #15 spot in SKOCH State of Governance 2023 after maintaining its position and ranked #14 in 2022 as well as 2021. The state climbed seven spots to reach the rank #14 in 2021 from rank #21 in 2020. In 2019, Chhattisgarh was placed at the #18.

Haryana: Haryana has further dropped to #16 spot in SKOCH State of Governance 2023 after facing one-step fall and getting ranked #13 in the SKOCH State of Governance 2022. The state ranked #12 in 2021 and #20 in 2018. It rose to the rank #9 in 2019.

AssamAssam is ranked at #17 spot in SKOCH State of Governance 2023 after slipping two-steps and ranked #11 in 2022. In 2021, Assam made a massive gain in its ranking. It climbed 14 spots to acquire the ninth position in 2021 from the #23 in 2020. The state was placed at the #14 position in 2019 against the #27 position in 2018.

PunjabPunjab has jumped to #18 spot in SKOCH State of Governance 2023.  The state slipped to #21 in the SKOCH State of Governance 2022 against the #20 position in 2021. In 2018, Punjab secured a place in Top-10. It was ranked at the 7th position in 2018. Punjab slipped to #16 position in 2019 which was improved to #12 spot in 2020.

Nagaland: Nagaland is ranked at #19 in SKOCH State of Governance 2023. This is the first time; the state has made to Top-20 states since 2016. The state was ranked at #24 position in 2019 which declined to #28 in 2020 but the state managed to attain the #24 position again in 2021.

Delhi: Delhi is ranked at #20 position in SKOCH State of Governance 2023 after dropping two positions and ranked #24 in the SKOCH State of Governance 2022. The state fell five spots to the #22 rank in 2021 from the #17 position secured in 2020 against the state’s rank of #19 in 2019.

Tripura: Tripura has slipped one spot to achieve rank #21 in SKOCH State of Governance 2023 after jumping to #20 in the SKOCH State of Governance 2022 after the state was ranked #27 in 2021 and #24 in 2020.

Arunachal Pradesh: Arunachal Pradesh has slipped to #22 spot in SKOCH State of Governance 2023 after the state showed a significant improvement in rank and jumped 11 spots to be ranked at #15 in the SKOCH State of Governance Report 2022. The state slipped six ranks to the #26 in 2021 from the #20 position in 2020. Arunachal Pradesh was placed at the rank #18 in 2018, which declined in 2020.

Uttarakhand: Uttarakhand is ranked at #23 position in SKOCH State of Governance 2023 after getting ranked #18 in the SKOCH State of Governance 2022. The state gained three ranks after the it slipped to the #21 position in 2021 from the #13 position in 2020. The state was at #21 position in 2019, but improved its ranking to the rank #13 in 2020.

Chandigarh (UT): Chandigarh (UT) has jumped to #24 spot in SKOCH State of Governance 2023 after losing two places and ranked #27 in the SKOCH State of Governance 2022 against its position at #25 spot in 2021. The state was also ranked at #25 position in 2019, which declined to #26 spot in 2020

SikkimSikkim has maintained its rank at #25 in SKOCH State of Governance 2023 after gaining four positions and ranked at #25 in 2022. The state ranked #29 in 2021 and #27 in 2020. The state was placed #24 in 2019.

Meghalaya: Meghalaya is ranked at #26 spot in SKOCH State of Governance 2023. The state was ranked at #29 position in 2021.

Himachal Pradesh: Himachal Pradesh has dropped to #27 rank in SKOCH State of Governance 2023 after falling 12 places and ranked #22 in 2022. The state had climbed six spots to secure the #10 position in 2021 from the #16 position in 2020. The state’s rank improved to #15 position in 2019 from #19 spot in 2018.

GoaGoa has dropped to #28 spot in SKOCH State of Governance 2023 after the state climbed six spots to reach the #19 in 2022. In 2021, Goa ranked #25 and #30 in 2020. In 2018, Goa was placed at the #24 position. The state gains to the 22nd position in 2019.

Jharkhand: Jharkhand is ranked at #28 position in SKOCH State of Governance 2023 after the state climbed to the #17 in the SKOCH State of Governance 2022.  The state ranked #23 in 2021, which declined from the #19 in 2020. In 2019, it slipped to the #20 against #16 in 2018.

Sectors with enhanced focus

General Administration: The good governance initiatives related to General Administration has experienced a minor increase from 3.41 per cent in 2022 to 3.74 per cent in 2023. The sector also rose in 2022 from 1.70 per cent in 2021.

Cooperation: Cooperation’s share of good governance initiatives has increased from 0.73 per cent in 2022 to 1.09 per cent in 2023. The sector’s share was 0.75 per cent in 2021.

Geology & Mining: The sector’s share in good governance initiatives has risen from 0.24 per cent in 2022 to 0.62 per cent in 2023. The share was 1.32 per cent in 2021 which dropped in 2022.

Health: The share of Health in good governance initiatives has increased from 4.76 per cent in 2022 to 5.15 per cent in 2023. The sector’s share was 3.21 per cent in 2021.

Finance: Finance’s share in the good governance initiatives has surged from 1.34 per cent in 2022 to 1.87 per cent in 2023. The sector’s share was 2.83 per cent in 2021, which suffered a fall in 2022.

Culture: The share of culture in good governance initiatives was 0.62 per cent in 2023, having an enhanced focus of states.

Horticulture: The share of Horticulture in good governance initiatives has risen from 0.73 per cent in 2022 to 1.40 per cent in 2023. The sector’s share increased in 2022 from 0.19 per cent in 2021.

Women and Child Development: The sector’s share in good governance initiatives has surged from 1.95 per cent in 2022 to 2.96 per cent in 2023. The sector’s share was 1.32 per cent in 2021, thus maintaining an enhanced focus among states.

Ease-of-Doing Business: The good governance initiatives related to Ease-of-Doing business has increased from 2.68 per cent in 2022 to 3.90 per cent in 2023. The sector’s share fell in 2022 from 4.34 per cent in 2021.

Police & Safety: The sector’s share has again picked up to 9.67 per cent in 2023 from 8.05 per cent in 2022. The sector’s share fell in 2022 from 12.26 per cent in 2021.

Municipal Governance: The good governance initiatives related to Municipal Governance has risen to 10.61 per cent in 2023 from 8.90 per cent in 2022. The sector’s share was 8.68 per cent in 2021.

Transport: The sector’s share has increased from 1.71 per cent in 2022 to 3.59 per cent in 2023. Transport’s share fell in 2022 from 2.64 per cent in 2021.

District Governance: The sector’s share after falling to 16.34 per cent in 2022 from 20.75 per cent in 2021 rose to 21.37 per cent in 2023, maintaining an enhanced focus among states.

Sectors with Stable focus

Labour: The share of labour in good governance initiatives has suffered a minor fall from 0.73 per cent in 2022 to 0.62 per cent in 2023, thus maintaining a stable focus among states.

Handlooms & Textiles: The sector’s share in good governance initiatives has fallen to 0.31 per cent in 2023 from 0.37 per cent in 2022. It suffered a fall even in 2022 from 1.32 per cent in 2021.

Agriculture: The share of Agriculture in good governance initiatives is constant at 2.80 per cent in 2023 which has fallen from 3.21 per cent in 2021.

Minority Affairs: The share of minority affairs in good governance initiatives has experienced a minor increase from 0.73 per cent in 2022 to 0.78 per cent in 2023.

Revenue: The sector’s share has increased to 2.50 per cent in 2023 from 2.44 per cent in 2022, thereby having a stable focus among states.

Housing: The share of housing in good governance initiatives has risen from 0.49 per cent in 2022 to 0.62 per cent in 2023. The sector’s share increased in 2022 from 0.19 per cent in 2021.

Disaster Management: The share of Disaster Management in good governance initiatives has risen from 0.49 per cent in 2022 to 0.62 per cent in 2023. The sector’s share decreased in 2022 from 0.57 per cent in 2021.

Infrastructure: The sector’s share in good governance initiatives has experienced a minor rise from 0.61 per cent in 2022 to 0.78 per cent in 2023. The sector’s share increased in 2022 from 0.19 per

Sanitation: The share of sanitation in good governance initiatives has increased from 0.12 per cent in 2022 to 0.31 per cent in 2023. It suffered quite a fall in 2022 from 2.45 per cent in 2021.

Sectors facing downward trends

e-Governance: The share of e-Governance in good governance initiatives has fallen from 6.95 per cent in 2023 to 2.96 per cent in 2022. The sector’s share increased in 2022 from 4.15 per cent in 2021.

Power & Energy: The sector’s share in the good governance initiatives has suffered decline from 6.10 per cent in 2022 to 3.28 per cent in 2021. The share increased in 2022 from 5.66 per cent in 2021.

Education: The share of good governance initiatives related to Education has decreased from 4.15 per cent in 2022 to 2.34 per cent in 2022. The share has fallen even in 2022 from 1.89 per cent in 2021.

Forest: The sector’s share in good governance initiatives has fallen from 2.93 per cent in 2022 to 1.56 per cent in 2023.

Skill Development: The share of good governance initiatives related to skill development has experienced a decline from 2.80 per cent in 2022 to 1.56 per cent in 2023. The sector’s share decreased in 2022 from 1.51 per cent in 2021.

Water: The sector’s share has been decreasing continuously for the past two years with 1.72 per cent in 2023 from 2.56 per cent in 2022. The share was 3.77 per cent in 2021 which further declined in 2022.

Social Justice & Security: The share of social justice & security has declined from 1.71 per cent in 2022 to 1.09 per cent in 2023. The sector’s share was same in 2021 as in 2022 at 1.71 per cent.

Tourism: The good governance initiatives related to Tourism has reduced from 1.95 per cent in 2022 to 1.40 per cent in 2023. The share also declined in 2022 from 1.13 per cent in 2021.

Sports & Youth: The share of sports & youth in good governance initiatives has fallen from 0.61 per cent in 2022 to 0.16 per cent in 2023. The sector’s share declined in 2022 from 0.75 per cent in 2021.

Irrigation: The share of irrigation in good governance initiatives has fallen from 0.61 per cent in 2022 to 0.16 per cent in 2023. The sector’s share increased in 2022 from 0.57 per cent in 2021.

Environment: Environment’s share in good governance initiatives has reduced to 0.78 per cent in 2023 from 1.22 per cent in 2022. The sector’s share increased in 2022 from 0.94 per cent in 2021.

Urban Development: The good governance initiatives related to Urban Development has fallen to 2.65 per cent in 2023 from 3.05 per cent in 2022. The sector’s share in 2022 from 2.26 per cent in 2021.

Rural Development: The sector’s share in good governance initiatives has suffered a minor decline from 2.93 per cent in 2022 to 2.65 per cent in 2023. The share increased in 2022 from 2.83 per cent in 2021.

Animal Husbandry & Fisheries: The sector’s share in good governance initiatives reduced to 1.56 per cent in 2023 from 1.83 per cent in 2022. This the second consecutive decline from 2.08 per cent in 2021.

Food & Civil Supplies: The sector’s share has fallen to 0.16 per cent in 2023 from 0.37 per cent in 2022. The sector has suffered a second straight decline from 0.75 per cent in 2021.

Shift In Priorities of STAR States

Sectors with enhanced focus

District Governance: The share of District Governance related good governance has increased to 28.93 per cent in 2023 after facing consecutive declines in the past two years. The District Governance related good governance initiatives in the STARS category states declined from 31.51 per cent in 2020 to 14.46 per cent in 2021 and it declined further to 13.48 per cent in 2022.

Municipal Governance: The Municipal Governance share has further increased to 12.14 per cent in 2023 after the good governance initiatives related to it rose to 10.87 per cent in 2022 from 8.43 per cent in 2021. However, it remained lower when compared to 2020, when 14.47 per cent of the total good governance initiatives in the STARS states were related to Municipal Governance.

Women and Child Development: Women and Child Development’s share in overall good governance initiatives has increased to 6.07 per cent in 2023 after the sector’s related good governance initiatives in the STAR category states declined from 2.57 per cent in 2020 to 2.41 per cent in 2021 and further declined to 1.65 per cent in 2022.

Transport: Transport’s share has shown an increase to 3.57 per cent in 2023 after the sector’s related good governance initiatives in the STARS category states declined from 2.41 per cent in 2021 to 1.18 per cent in 2022.

Ease-of-Doing Business: Ease-of-Doing Business’s share in the STAR states has increased to 3.21 per cent in 2023 after the initiatives related to the Ease-of-Doing Business falls to 1.65 per cent of the total good governance initiatives taken in 2022 from 5.62 per cent in 2021. In the 2020, 2.25 per cent of the total good governance initiatives in the STARS category states were related to the Ease-of-Doing Business.

Rural Development: The share of initiatives related to the Rural Development in the STAR states has shown further increase to 3.21 per cent in 2023 after the good governance initiatives related to Rural Development in PERFORMER states rose to 2.81 per cent in 2022 from 1.56 per cent in 2021.

Infrastructure:  The share of good governance initiatives related to the infrastructure in the STAR states has increased to 0.71 per cent after facing a downfall to 0.24 per cent in 2022.

Finance: Finance’s share in the overall good governance initiatives has surged to 0.71 per cent in 2023 in the STAR states after the fall in the share to 0.47 per cent in 2022.

Disaster Management: The STAR states have initiated to focus on good governance initiatives related to the Disaster Management as it has become a new entrant with a share of 0.36 per cent in 2023 after being one of the newly focused sectors in CATCHING-UP States.

Geology & Mining: After facing a downward trend in the last year, the share of good governance initiatives related to Geology & Mining in the STAR states has surged from 0.24 per cent in 2022 to 0.71 per cent in 2023.

Cooperation: Cooperation’s share in the overall good governance initiatives in the STAR states has surged from 0.47 per cent in 2022 to 0.71 per cent in 2023.

Sectors with Stable Focus

Labour: Labour’s share in the good governance initiatives has experienced a minor decrease from 0.47 per cent in 2022 to 0.36 per cent this year but has a stable focus in the STAR states. Labour related good governance initiatives accounted for 18.75 per cent of the total good governance initiatives taken in the CATCHING-UP category states in 2021. It fell to 4.49 per cent in 2022.

Culture: The share of culture in the good governance initiatives has a stable focus in the STAR states in 2023, as it has suffered only a minor decline from 0.47 per cent in 2022 to 0.36 per cent in 2023, thus, maintaining a stable focus in the STAR states

Sports & Youth: The good governance initiatives related to Sports & Youth has experienced a minor increase from 0.24 per cent in 2022 to 0.36 per cent in 2023, thereby having a stable focus in the STAR states.

Housing: The share of housing in the good governance initiatives has increased from 0.24 per cent in 2022 to 0.36 per cent in 2023, leading to a stable focus in the STAR states.

Sectors facing Downward Trends

e-Governance: E-Governance’s good governance initiatives have faced a decline in the STAR states to 1.43 per cent in 2023 from 5.91 per cent in 2022. The sector’s good governance initiatives in STAR states rose to 5.91 per cent in 2022 from 4.02 per cent in 2021 and 3.54 per cent recorded in 2020.

Education: Education’s share in the overall good governance initiatives in the STAR states have reduced to 2.50 per cent this year from 6.15 per cent in 2022. The sector’s share declined from 2.41 per cent in 2021 and 0.64 per cent of the total initiatives recorded in 2020.

General Administration: The share of General Administration has taken a hit after declining from 4.02 per cent in 2022 to 0.71 per cent this year. The initiatives related to the general administration rose to 4.02 per cent of the total good governance initiatives taken in 2022 from 1.61 per cent in 2021. In the 2020, 2.25 per cent of the total good governance initiatives in the STARS category states were related to the general administration.

Power & Energy: Power & Energy’s share in the good governance initiatives has reduced to 3.21 per cent this year from 6.38 per cent recorded in 2022. The good governance initiatives related to Power & Energy in STARS category states rose to 6.38 per cent in 2022 from 4.82 per cent in 2021 and 3.86 per cent of the total initiatives recorded in 2020.

Police & Safety: Police & Safety’s share in the good governance initiatives has been reducing for two times consecutively, after declining to 9.29 per cent this year from 11.35 per cent in 2022. The second highest number of good governance initiatives taken in STAR category states in 2022 was related to police and safety. It accounted for 11.35 per cent of the total good governance initiatives. However, it fell from 13.65 per cent in 2021. In 2020, the focus is 23.79 per cent.

Social Justice and Security: The Sector’s share in the good governance initiatives in the STAR states has reduced from 2.60 per cent in 2022 to 0.71 per cent in 2023. Social Justice and Security has been facing consecutive falls from last two years, after falling from 2.80 per cent in 2021 to 2.60 per cent in 2022.

Urban Development: This is the Urban Development’s second decline in a row after the good governance initiatives related to the sector was reduced to 2.14 per cent in 2023 from 3.78 per cent in 2022. There has been less focus on urban development related governance initiatives during COVID time when compared with the pre-COVID period. However, in 2022, the good governance initiatives related to urban development rose to 3.78 per cent from 2.4 per cent in 2021.

Agriculture: Agriculture’s good governance initiatives has reduced from 2.84 per cent in 2022 to 1.43 per cent in 2023. Good governance initiatives related to Agriculture have been declining continuously. In 2021, 5.22 per cent of the total goods governance initiatives in STAR states were related to Agriculture. This declined to 2.84 per cent in 2022.

Skill Development: The Skill Development’s share in good governance initiatives has declined to 1.43 per cent in 2023 from 2.36 per cent in 2022. The good governance initiatives related to skill development had a share of 2.81 per cent in 2021, which fell to 2.36 per cent in the following year.

Health: After experiencing a major increase in the share of good governance initiatives, the share of Health has fallen to 3.93 per cent this year from 4.73 per cent in 2022. The share of Health in the total good governance initiatives taken by STAR states rose to 4.73 per cent in 2022 from 0.40 per cent in 2021. In the 2020, 2.89 per cent of the total good governance initiatives in the STARS category were related to Health.

Animal Husbandry & Fisheries- The Sector’s share in the good governance initiatives in the STAR states has fallen from 1.18 per cent in 2022 to 0.71 per cent in 2023 and this has resulted in the second consecutive decline for this sector as it declined from 3.21 per cent in 2021 to 1.18 per cent in 2022.

Forest: Forest’s share in the good governance initiatives has reduced from 2.13 per cent in 2022 to 1.79 per cent in 2023 in the STAR states. The sector was among the newly focused sectors among the STAR states.

Water: Water’s share in the good governance related initiatives has been reducing continuously for the last two years with a decline from 3.55 per cent in 2022 to 3.21 per cent in 2023. The sector’s good governance initiatives accounted for 5.22 per cent of the total good governance initiatives taken in the STARS category states in 2021. It fell to 3.55 per cent in 2022.

Environment: The environment’s share in the overall good governance initiatives has fallen from 0.95 per cent in 2022 to 0.71 per cent in 2023. The sector even declined from 1.20 per cent in 2021 to 0.95 per cent in 2022.

Minority Affairs: The minority affairs’ good governance initiatives have fallen from 0.95 per cent in 2022 to 0.71 per cent in 2023. The sector was one of the newly focused sectors among the STAR states.

Tourism: The sector’s share of the total good governance initiatives has faced a minor decline from 1.65 per cent in 2022 to 1.43 per cent in 2023. The initiatives related to the tourism falls to 1.65 per cent of the total good governance initiatives taken in 2022 from 2.34 per cent in 2021.

Revenue: The share of revenue’s good governance initiatives has reduced from 3.07 per cent in 2022 to 2.86 per cent in 2023. The sector was among the newly focused sectors in the STAR states last year.

Shift in Priorities of PERFORMER States

Sectors with Enhanced Focus

Tourism: The performer states’ focus on the tourism’s good governance initiatives has surged again to 2.01 per cent in 2023 from 1.72 per cent in 2022. The sector’s share of the total good governance initiatives had faced a decline from 2.40 per cent in 2021 to 1.72 per cent in 2022.

Municipal Governance: In the PERFORMER category, the focus of states has shifted towards Municipal Governance. The sector’s share in the good governance initiatives has increased to 10.74 per cent in 2023 from 10.34 per cent in 2022. In 2021, the sector had a share of 8 per cent. In 2019, the second highest focus in the PERFORMERS category states was on Municipal Governance. It stood at 13.37 per cent in 2019. The share of Municipal Governance in total good governance initiatives fell to 7.81 per cent in 2020 and rose sharply to 10.11 per cent in 2022

Sanitation: The good governance initiatives related to Sanitation has increased slightly to 0.67 per cent in 2023, thus maintaining enhanced focus among states. The sector’s share accounted for 3.81 per cent of the total good governance initiatives in 2020. It fell to 2.45 per cent in 2021 and declined further to only 0.12 per cent in 2022.

Handlooms & Textiles: The sector’s share in good governance initiatives is 0.67 per cent in 2023 which indicates an enhanced focus among states for the sector.

Housing: The share of housing’s good governance initiatives has again picked up to 1.34 per cent in 2023 from 0.57 per cent in 2022. Housing was one of the newly focused sectors among the STAR states.

Culture: The sector’s share in good governance initiatives is at 1.34 per cent in 2023, thereby leading to an enhanced focus among states.

Revenue: The share of good governance initiatives related to Revenue is at 1.34 per cent in 2023, thus resulting in an enhanced focus among states.

Health: The share of good governance initiatives related to Health increased to 5.37 per cent in 2023 from 4.02 per cent in 2022. The good governance initiatives related to Health rose to 4.02 per cent in 2022 from 2.40 per cent in 2021. However, it remained lower when compared to 2020, when 4.46 per cent of the total good governance initiatives in the PERFORMER states were related to Health.

Education: The Education’s share in the good governance initiatives has surged from 0.57 per cent in 2022 to 2.01 per cent in 2023. The initiatives related to the education in PERFORMER states falls to 0.57 per cent of the total good governance initiatives taken in 2022 from 2.34 per cent in 2021

Transport: The share of good governance initiatives related to Transport has increased from 1.72 per cent in 2022 to 3.36 per cent in 2023. The initiatives related to the Transport falls to 1.72 per cent of the total good governance initiatives taken in 2022 from 3.13 per cent in 2021. In the 2020, 7.92 per cent of the total good governance initiatives in the PERFORMER category states were related to Transport.

Cooperation: Cooperation’s share in the good governance initiatives has picked up to 2.68 per cent in 2023 from 0.57 per cent in 2022. Cooperation’s share had experienced a decline from 1.56 per cent in 2021 to 0.57 per cent in 2022

Police & Safety: The sector’s share in the good governance initiatives has increased to 6.71 per cent in 2023 from 4.60 per cent in 2022. Police & Safety related good governance initiatives accounted for 19.20 per cent of the total good governance initiatives taken in the PERFORMER category states in 2021. It fell to 4.60 per cent in 2022.

Social Justice & Security: Social Justice and Security’s share has been rising for the second consecutive year with a rise from 1.15 per cent in 2022 to 3.36 per cent in 2023. The sector’s share in the good governance initiatives has also increased from 0.80 per cent in 2021 to 1.15 per cent in 2022.  

Agriculture: Agriculture’s share in the good governance initiatives has increased to 4.70 per cent in 2023 from 2.30 per cent in 2022. The good governance initiatives related to Agriculture rose to 2.30 per cent in 2022 from 0.80 per cent in 2021. However, it remained lower when compared to 2020, when 1.98 per cent of the total good governance initiatives in the PERFORMER states were related to Agriculture.

Finance: The share of good governance initiatives in Finance has increased again to 4.03 per cent in 2023 from 1.15 per cent in 2022. The sector’s share experienced a decline from 4 per cent in 2021 to 1.15 per cent in 2022

Ease-of-Doing Business: The sector’s share of good governance initiatives has risen to 8.72 per cent in 2023 from 4.60 per cent in 2022. The initiatives related to the Ease-of-Doing Business in PERFORMER states fell to 4.60 per cent in 2022 from 5.60 per cent in 2021.

General Administration: General Administration’s share of good governance initiatives has increased from 3.45 per cent in 2022 to 9.40 per cent in 2023. The initiatives related to the general administration rise to 3.45 per cent of the total good governance initiatives taken in 2022 from 1.98 per cent in 2020. In the 2021, no good governance initiatives in the STARS category states were related to the General Administration

 

Sectors facing Downward Trends

e-Governance: The sector’s share in the overall good governance initiatives has reduced drastically from 10.92 per cent in 2022 to 2.01 per cent in 2023. The good governance initiatives related to e-governance in PERFORMER category states rose to 10.92 per cent in 2022 from 3.20 per cent in 2021 and 7.92 per cent of the total initiatives recorded in 2020.

Power & Energy: Power & Energy’s share in the good governance initiatives has fallen to 2.68 per cent in 2023 from 9.20 per cent in 2022. The good governance initiatives related to Power & Energy in PERFORMER states has risen to 9.20 per cent in 2022 from 5.60 per cent in 2021 and 1.49 per cent of the total initiatives recorded in 2020.

District Governance: The share of District Governance in the good governance initiatives has fallen to 12.75 per cent in 2023 from 16.67 per cent in 2022. In the first year of the COVID pandemic the maximum focus in the PERFORMER states was on district administration. In 2020, 44.06 per cent of the total good governance initiatives were related to District Governance. This declined to 25 per cent in 2021. In the 2022, only 16.67 per cent of the total good governance initiatives in the PERFORMER states were related to the District Governance.

Urban Development: The sector’s share in the good governance initiatives has reduced to 2.68 per cent in 2023 from 5.17 per cent in 2022. The sector experienced a surge in 2022 from 4 per cent in 2021.

Rural Development: The share of Rural Development has fallen from 2.87 per cent in 2022 to 1.34 per cent in 2023. The initiatives related to the Rural Development rose in 2022 from 1.60 per cent in 2021.

Forest: The share of good governance initiatives related to Forest has reduced from 2.87 per cent in 2022 to 1.34 per cent in 2023.

Skill Development: The share of good governance initiatives related to Skill Development has reduced from 2.87 per cent in 2022 to 1.34 per cent in 2023. 

Animal Husbandry & Fisheries: The Sector’s share in the good governance initiatives has fallen from 3.45 per cent in 2022 to 2.68 per cent in 2023. The sector’s share rose in 2022 from 0.80 per cent recorded in 2021.

Labour: The share of labour in the good governance initiatives has reduced from to 0.67 per cent in 2023.

Horticulture: The sector’s share in the overall good governance initiatives has fallen from 1.15 per cent in 2022 to 0.67 per cent in 2023.

Sectors with Stable Focus

 

Geology & Mining: The sector’s share in the good governance initiatives is following a stable growth with 0.67 per cent in 2023 from 0.57 per cent in 2022.

Health: The share of good governance initiatives related to Health increased to 6.67 per cent in 2023 from 5.75 per cent in 2022. The good governance initiatives related to Health fell to 5.75 per cent in 2022 from 6.35 per cent in 2021.

Rural Development: The share of rural development has risen from 3.45 per cent in 2022 to 4.44 per cent in 2023. The initiatives related to the Rural Development fell in 2022 from 6.35 per cent in 2021.

Revenue: The sector’s share in the good governance initiatives rose to 3.70 per cent in 2023 to 2.30 per cent in 2022, thus having an enhanced focus of the states. 

Power & Energy: Power & Energy’s share in the good governance initiatives has risen to 5.19 per cent in 2023 from 3.45 per cent in 2022. The good governance initiatives related to Power & Energy has fallen to 3.45 per cent in 2022 from 6.35 per cent in 2021.

Transport: The sector’s share in the good governance initiatives has risen to 5.93 per cent in 2023 from 3.45 per cent last year. Transport related good governance initiatives in the CATCHING-UP states increased from 1.37 per cent in 2020 to 1.59 per cent in 2021 and it rise further to 3.45 per cent in 2022.

e-Governance: e-Governance related good governance initiatives in the CATCHING-UP states has risen from 5.75 per cent in 2022 to 8.89 per cent in 2023. The sector’s share decreased from 7.94 per cent in 2021 to 5.75 per cent in 2022.  In 2019, 5.48 per cent of the total good governance initiatives taken in the CATCHING-UP category states were related to e-Governance.

Municipal Governance: The initiatives related to the Municipal Governance in CATCHING-UP states has risen to 7.41 per cent in 2023 from 1.15 per cent last year. The sector’s share fell to 1.15 per cent of the total good governance initiatives taken in 2022 from 6.35 per cent in 2021.

Police & Safety: Police & Safety related initiatives accounted for 14.81 per cent in 2023 from zero per cent in 2022. The sector’s share was 4.76 per cent in 2021.

Sectors facing Downward Trends

District Governance: The focus of good governance initiatives during the COVID pandemic has been related to district governance. The sector’s share has reduced from 25.29 per cent in 2022 to 14.07 per cent in 2023. In 2020, 40.41 per cent of the total good governance initiatives taken in the CATCHING-UP states were related to District Governance. This falls to 33.33 per cent in 2021. It again falls to 25.29 per cent in 2022.

Ease-of-Doing Business: The initiatives related to the Ease-of-Doing Business falls to 0.74 per cent of the total good governance initiatives taken in 2023 from 4.60 per cent in 2022. In the 2021, 1.59 per cent of the total good governance initiatives were related to the Ease-of-Doing Business.

Finance: Finance’s share in the overall good governance initiatives has reduced to 1.48 per cent in 2023 from 4.60 per cent in 2022. The sector’s share reduced in 2022 from 4.76 per cent in 2021.

Skill Development: The Skill Development’s share in good governance initiatives has declined to 2.22 per cent in 2023 from 4.60 per cent in 2022.

Women and Child Development: Women and Child Development’s share in overall good governance initiatives has reduced to 0.74 per cent in 2023 after the sector’s related good governance initiatives was 2.3 per cent in 2022.

Tourism: Tourism’s share in overall good governance initiatives has reduced to 0.74 per cent in 2023 after the sector’s related good governance initiatives was 2.3 per cent in 2022.

Labour: The share of Labour in the good governance initiatives has reduced from 2.3 per cent in 2022 to 0.74 per cent in 2023.

General Administration: General Administration’s share of good governance initiatives has reduced from 3.45 per cent in 2022 to 2.96 per cent in 2023. The initiatives related to the General Administration rose to 3.45 per cent of the total good governance initiatives taken in 2022 from 1.59 per cent in 2021.

Environment: The share of Environment related good governance has reduced to 0.74 per cent in 2023 from 1.15 per cent in 2022. The share declined in 2022 from 1.59 per cent in 2021.

Disaster Management: The share of disaster management has shown a minor increase from 0.74 per cent in 2022 to 1.15 per cent in 2023.

Water: Water’s share in the good governance related initiatives has accounted for 0.74 per cent in 2023, making it one of the new sectors being focused on by the states.

Urban Development: Urban Development has recorded the share of 4.44 per cent in 2023 in the good governance initiatives. This has resulted in its addition to the newly focused sectors.
