The Rehabilitation Center for Substance Abuse & Mental Illness (DISHA) program launched in 2020 by Odisha’s Social Security and Empowerment of Persons with Disabilities Department, addresses the state’s substance abuse and mental health crises. With six operational recovery centers and five more planned, DISHA provides holistic, freeof-cost inpatient treatment, including accommodation, meals and medication. The programme integrates evidencebased therapies, psychosocial care and family counseling, fostering recovery and long-term reintegration.

Collaborations with NGOs and community organisations amplify DISHA’s reach. Initiatives like awareness campaigns and vocational training equip recovering SOCIAL SECURITY AND EMPOWERMENT OF PERSONS WITH DISABILITIES DEPARTMENT (SSEPD), GOVT OF ODISHA individuals with skills for employment, breaking addiction-poverty cycles.

Despite challenges like high relapse rates, stigma and the rise of synthetic drugs, DISHA aspires to expand, establishing centers in every district within five years. It plans to introduce specialised therapies and conduct research for deeper insights into addiction patterns.
