Dr. Rai has over 30 years of experience in Information Technology, including e-governance, cyber security and cyber laws. He led a team to set up National Watch and Alert System in India. Dr. Rai has over the years helped in the drafting of national policies on cyber laws and cyber security. As the Executive Director at ERNET India, Dr. Rai was instrumental in setting up the first large scale education and research network in close collaboration with leading educational and research institutions. During his tenure, the project — National Knowledge Network — was designed and evolved.
