Haryana: New Technologies Make Haryana STAR in e-Governance

Haryana has extensively used new technologies, especially in the areas like health, finance and treasuries, in past few years to become a STAR performer in e-Governance initiatives. Haryana bagged 30 SKOCH Orders-of-Merit and seven SKOCH Governance awards.

Economy

Historically an agrarian state, Haryana has today emerged as one of the country’s largest automobile hubs and a preferred destination for IT and ITeS sector. Rate of growth of the state economy has been consistently higher than the national average.

Haryana’s Gross State Domestic Product (GSDP) grew by 11.6 per cent in 2017-18. As per the Advance Estimates for the year 2017-18, the GSDP of the State at current prices was recorded at Rs 6,08,470 crore. The per capita income of the State at constant (2011-12) prices as per Advance Estimates is expected to reach at the level of Rs 143,211 during 2016-17 as against Rs 133,591 in 2015- 16 indicating an increase of 7.2 per cent.

Key Achievements

Haryana has taken a number of innovative steps to make service delivery faster and transparent. The state won 12 SKOCH Ordersof- Merit and five awards in e-Governance category. Three awards in e-Governance category were Gold and two Silvers. The state bagged five SKOCH Orders-of-Merit in Finance and Treasuries.

Haryana has introduced an efficient public grievances redressal and monitoring system called CM Window. The system covers almost all of the government departments from the top offices of the Chief Minister and other ministers and secretaries to the district and block level officials. 122 CM Window counters have been opened across the state. People can file for grievance redressal at any of these CM Window centre and check the status of their grievance redressal online. Apart from making the grievance redressal system more efficient and fast, the initiative has also proved useful in reducing costs of service delivery by eliminating multiplication of effort by all departments.

Chief Minister Secretariat has introduced CM Announcements Monitoring System using threetier project monitoring system. All the development works and projects announced by the chief minister is tracked, reviewed and monitored through this integrated system. A special cell has been set up in the Chief Minister’s Secretariat for coordinating with all the concerned departments and district administration. The cell is headed by Additional Principal Secretary to the Chief Minister and guided by Principal Secretary, Coordination and OSD to CM Haryana.

The government has implemented Integrated Financial Management System that removes the inefficiencies prevailing in the processes of the budgeting, treasuries and accounts, expenditure monitoring, revenue collection and others. e-Stamping is one of such initiative taken by the State Government for providing convenience to citizens to generate e-Stamp while sitting at home through this online system. This has been integrated with e-GRAS to generate stamp paper online of any denomination. Haryana is the only state in India where the State Receipts System has been integrated with Common Service Centres (CSCs).

Monitoring and transparency of data is critically important for free and fair election. Haryana has introduced e-Dashboard for elections that enables online monitoring of polling process in the state. This online application facilitates provision of election specific vital information and monitoring of electoral data.

The Department of Technical Education has initiated online offcampus counselling for admission to AICTE-approved technical courses in Haryana. National Informatics Centre, Kurukshetra in collaboration with DITS Kurukshetra has implemented e-Samarth, abbreviated as Smartness and strength Analysis to Motivate Academically Weak for Rapid Learning Through Highly efficient Methods.

Amid rising threat to cyber security, the government has set up Haryana State Information Security Management Office (ISMO), which is responsible for cataloguing, classification and security governance of all the state’s information assets. ISMO works as a nodal agency for all interactions in the matter of cyber security with the central government agencies such as CERT-IN, NCIIPC and DeitY.

An online drug inventory and supply chain management system has been developed to integrate various inter-related activities of the National Rural Health Mission in the state. This has helped improve efficiency and effectiveness of procurement and distribution system of drug.

The Aadhaar-enabled Public Distribution System has gone a long way in plugging loopholes and leakages and making the system more efficient and transparent. Haryana has launched dedicated initiatives towards the automation of end-to-end operations involved in implementation of Targeted Public Distribution System and Aadhaarenabled Public Distribution System.

Agriculture-related license issuance system has been digitised that removes the inefficiencies prevalent in the process of license issuance, validity, grace period, revoke and suspension of license. The system has been integrated with CSC Framework and the services are available through e-Disha portal.
