Goa achieved a notable comeback by ranking 5th in the General Administration category after drawing a blank in 2023. This indicates potential in administrative governance, though broader engagement across departments is needed.
To ensure sustainable growth, Goa must diversify its own revenue sources, strengthen capital expenditure planning and adopt targeted reforms to control debt. Launched in 2020, the Swayampurna Goa Programme aims to make the state truly self-reliant by ensuring that no citizen is left unaware or underserved.
