Chhattisgarh: A Ranking Dip, A Sectoral Standout

Rankings fluctuate as more states intensify submissions and expand participation

Chhattisgarh’s 2025 performance presents a tale of contrast. In the SKOCH State of Governance Report 2025, the state ranks #23 nationally, marking a drop of nine notches from #14 position last year.

Such a decline in overall ranking is significant in a tightly contested national landscape. Yet the aggregate position conceals a striking sectoral success: Chhattisgarh tops the country in Warehousing and re-enters the national top tier in Housing.

Five well-performing projects qualified for deeper evaluation this year, two of them categorised as impactful. The state performed very strongly in three categories, indicating concentrated strength even amid ranking pressure.

The defining highlight of 2025 is Chhattisgarh’s leadership in Warehousing, where it ranks 1st nationally.

Warehousing rarely dominates governance discourse, yet it is central to agricultural stability and supply-chain efficiency. Modern storage infrastructure, improved inventory tracking and strengthened logistics coordination have elevated performance in this domain.

For a state with a strong agricultural base, efficient warehousing reduces post-harvest losses and stabilises procurement systems. Securing the top national rank in this category signals structured oversight and operational discipline.

In a year when the overall ranking slipped, Warehousing stands out as a flagship achievement.

Chhattisgarh also records a strong comeback in Housing, ranking 4th nationally.

Improved beneficiary identification systems, closer monitoring of construction timelines and enhanced transparency in implementation have strengthened delivery. Housing programmes directly influence household security and rural stability, making this recovery particularly meaningful.

Project MAVLI, implemented by the Zila Panchayat, Narayanpur in Chhattisgarh, is a transformative rural development initiative aimed at countering Naxalism through women-led economic empowerment. Launched in September 2022 under the DAY-NRLM framework, the project focuses on rehabilitating women from Naxal-affected interior regions by providing them with sustainable livelihood opportunities through skill development and entrepreneurship. The initiative addresses deep-rooted challenges of insecurity, unemployment, low female literacy and poor nutrition.

A key innovation of the project is the production of millet-based bakery products using locally grown Kodo and Kutki, which simultaneously promotes tribal crops and addresses micronutrient deficiencies among children. With active support from the District Administration, the women-managed enterprise has generated revenues close to `1 crore, transforming beneficiaries into confident earners.

The performance suggests renewed administrative attention to social infrastructure.

Across three categories, Chhattisgarh demonstrated very strong results. The emphasis appears focused rather than dispersed, targeted departments performing well even as the broader ranking reflects competitive headwinds. The 2025 dip from #14 to #23 underscores the intensity of inter-state competition rather than systemic erosion.

While Chhattisgarh’s strength lies in its logistical backbone and housing delivery systems; Warehousing leadership reflects operational precision; and, Housing recovery indicates strengthened welfare execution. In competitive governance benchmarking, such patterns are instructive.
