Tripura: Takes Strides in e-Governance and Governance

Municipal governance and e-Governance of Tripura Government have taken strides and initiated a few schemes that are definitely going to have positive impact on the state. Tripura is ranked at the 26th position for the second consecutive year in the SKOCH State of Governance ranking. In the sectoral ranking Tripura is ranked 14th in the ICT (e-Governance) sector among all the states in 2018.

Key Achievement

Directorate of Information Technology in Tripura has flagged off Tripura e-District project, also known as Digital Seva. Digital Seva (e-District) has been initiated as a Mission Mode Project under NeGP and later on included in Digital India Pillar. It has been conceptualised in the state mainly to enable web-based online accessibility of government services which in turn provisions for multiple delivery channels apart from government counters such as online portal, mobile and CSC. Another major intention was to make the service delivery process transparent and accountable.

Initially, in 2000, Service Facilitation Centre (SFC) started as a Single Window application in South Tripura and serviced about 66,000 Citizen Request till August, 2003.

The later version of SFC, called e-Suvidha SFC was based on a generalised model that makes the application suitable for implementation in government departments/organisations for delivering citizen centric services. However, e-Suvidha was an intranet application and used to operate in offline mode. There was only one delivery channel which was the government channel. End-to-end automation was missing and hence, anytime – anywhere access could not be provided. Digital Seva, on the other hand, is web enabled online platform where citizens can access and apply for services from anywhere, anytime.

As compared to the original project, a few major uniqueness of Digital Seva or Tripura e-District project include state-wide rollout instead of pilot run and roll out was done in phased manner in terms of services. In first phase itself a bunch of 13 services has been launched in all districts. Besides these, the e-District Tripura envisages network connectivity through all possible solutions such as SWAN, HSWAN, USOF, ACAN (Agartala City Area Network) and plans further expansion.

Another project that could be termed as a feather in Tripura’s cap is the initiative of Department of lndustries & Commerce in creation of the major flagship industrial area. This industrial complex in West Tripura District has added a new horizon in the growth of major industries in the state, taking into consideration the backwardness of entire North Eastern region including Tripura in both basic as well as industrial infrastructure facilities. This also includes food park, rubber park, export promotion industrial park and a Bamboo park. Also a Tool Room and a Training centre are being established in the area.

Moreover, since Tripura is rich in natural gas, the gas is being utilised as CNG and Piped Natural Gas (PNG). At the industrial complex, the piped natural gas is being provided to the industrial units as fuel by the Tripura Natural Gas Company (TNGC). This is a clean fuel that helps in keeping the environment free from industrial pollution.
