Delhi: Initiates New Schemes in Healthcare

Delhi has been at rank 15th for the last three consecutive years. The state has been consistently performing in Municipal Governance segment and has initiated laudable initiatives in Health and Sanitation sectors. Delhi Government has taken a step forward towards digital India and has incorporated Information Technology solutions to traditional problems in varied sectors.

Delhi Government has taken a step forward towards digital India and has incorporated Information Technology solutions to traditional problems in varied sectors. The New Delhi Municipal Corporation (NDMC) has geared up its safai sevaks and Sanitation staff aware enough to take up the mission and the vision of Swachh Bharat upon themselves. They are now equal stakeholders in this mission and the positive and promising results are for the country to witness.

State’s performance in different sectors in three years

As part of the State of Governance study 8 projects from Delhi were shortlisted for assessment and evaluation. One project from healthcare sector named “Aam Admi Mohalla Clinics” emerged as the best project undertaken by the Delhi government. Aam Admi Mohalla clinics are set up for 10,000 population and is owned up by the community. These are set up such that the clinics are easily accessible within 1 km and people don’t have to walk more than 10-15 minutes to reach them. These centres have decreased the out of pocket expenses of patients to zero as these are providing free medicines, free laboratory services, free diagnostics (xray and ultrasound) and so on. The doctors are working by feeding data in tablets and Aam admi mohalla clinics project is a paperless concept. The doctors can extend their timings as per the need of the community and are paid 30 Rs/patient as remuneration. These centres provide high quality medical services and diagnostic reports at doorsteps. Patients don’t have to go to government hospitals for tests which has decreased rush at hospitals and patients don’t lose their daily wages which makes it very economical for them in this aspect as well.

Two projects, under sanitation and solid waste management, are good initiatives by New Delhi Government India produces 10-12 million tonnes of construction, demolition, and excavation waste material annually. The traditional practice in India is to dispose of this waste in landfills or illegally dump in rivers and water bodies. Delhi alone produces more than 4000 tonnes of C&D Waste and due to improper disposal, this waste is choking storm water drains and polluting the Yamuna river bed.

Faced with growing environmental concerns and lack of landfill space, Delhi has taken a great initiative to start India’s second and most advanced C&D Waste recycling plant near Shastri Park, under East Delhi Municipal Corporation. Besides this initiative in the waste management, Delhi Government has flagged off another project in Sanitation sector which is catching up. Taking forward the nationwide mission of Swachh India, Delhi government has initiated the Jan Suvidha (toilet) Complex Monitoring System. This initiative is a step towards making the Capital Open Defacation Free.

Besides the Aam Admi Mohalla clinics, the Health Department of Delhi has rolled off another project that has potential to excel in the long run. The project is known as e-hospital and has been implemented in the Rajiv Gandhi Super Speciality Hospital in Delhi.

RGSSH is the first Delhi Government Hospital to implement OPD module of ehospital and in the second phase, IPD module was implemented in the larger public interest and patient care. The e-hospital module is useful in streamlining the registration system, storage of Master data, online patient registration & computerization of internal process.

The online portal shows the members of public the availability of various services on a dynamic basis linked centrally so that the bed position in each public hospital is updated on daily basis and also the web portal may display the relevant disciplines that each hospital would cater to the bed capacity. In this regard, NIC provided the application to implement e-hospital to all hospitals. All society hospitals were directed to adopt eHospital developed by NIC. Rajiv Gandhi Super Speciality Hospital looked into the implementation of e-Hospital and implemented the OPD module of e-Hospital. In the meantime training on frequent basis is conducted to train the staff for IPD which included admission, discharge, transfer of patients and in the second phase, IPD Module of e-Hospital was implemented. e-Hospital is an open source health information management system (HMIS), which is configurable and easily customisable with multi tenancy support. It is a generic application and covers complete treatment cycle of OPD, IPD, administrative and billing activities.
