Delhi: Municipal Governance

New Delhi Municipal Council (NDMC) has made all its Safai Sevaks and Sanitation Staff equal stakeholders in implementing the vision of Swachh Bharat and Smart City. The NDMC has taken a number of measures in implementing Open Defecation Free norms, Solid Waste Management and use of technology. It bagged four SKOCH Orders-of-Merit and four awards in the Municipal Governance segment. One award was won in Platinum and three in Gold category. Delhi is categorised as a PERFORMER in this year’s SKOCH State of the Governance assessment.

Key Achievements

For ensuring transparency and easy accessibility of civic services NDMC has expended the digital platform to mobile platform. It provides integrated public services to citizens and tourists through a user-friendly mobile cloud based NDMC 311 Citizen App since March 2016. This comes with an SMS facility so that the citizen gets an acknowledgement of the receipt of complaint and online information about the progress of its resolution. Complaints regarding water, electricity, sanitation, sewerage, water logging, damaged roads, street-lights etc can be lodged, monitored and closed by citizen to their satisfaction. Over 20,000 users have downloaded the App since its launch in March 2016; nearly 25,000 complaints were lodged out of which, 90 per cent have been satisfactorily resolved.

During 2001-02, NDMC had constructed PPP Model for PTUs and CTUs in group of 5 PTUs by four agencies at different location on trial basis to maintain the cleanliness surrounding area of markets as well as on main roads. Similarly Sulabh Shauchalyas had also constructed toilets in JJ clusters of NDMC as CTUs. After observing the success of these PTUs, NDMC had constructed 108 PTUs at different locations at wherever required through call of RFP by one agency. These PTUs are helpful for reduce urination/ open defecation issues in adjoining area of markets and JJ clusters. NDMC area has already been declared ODF. Till date about 318 PPP Model for PTUs and CTUs have been constructed.

Approximately 250-300 MT of garbage is being generated daily in the NDMC area. NDMC have adopted an integrated management chain for collection, transportation and disposal of garbage by focusing on 100 per cent door-to-door collection. It is seen that there is an increase by 10 per cent in MSW collection in 2016. There is 100 per cent mechanised collection and transportation of waste from the area for scientific disposal at Waste to Energy Plant (W2E) and compost plant at Okhla.

There are 4 decentralised waste management units converting horticulture waste to RDF pallets, i.e., at Nehru Park, Lodhi Garden Gate No. 1, Purana Qila Nursery, Talkatora Garden utilising 1 MT per day/per machine of horticulture waste. Compost pits have been created in 11 Schools. The instances of epidemic outbreak during last one decade have reduced dramatically in the NDMC area

In order to meet the broader objective of providing better educational environment in NDMC Schools, the Education Department, NDMC has set up 444 ‘Smart Classrooms’ in NDMC Schools from class VI to XII. The objective of this initiative is to ensure, that no child is left behind in the access to learning, which is also the mandate of the Right to Education Act, 2009. Besides actual syllabus teaching, children can take advantage of upgraded technology in learning about socio-political events, leading personalities, culture, heritage, sports, environment and other areas related to child development. Smart Classrooms has been set up in all Hindi and English Medium sections from class VI to XII in 30 NDMC Schools.
